Jocelyn “Josie” Howard

Mrs. Howard graduated from Xavier High School in Chuuk and attended the Community College of Micronesia. She later transferred to the University of Hawai‘i at Hilo where she studied Biology, Anthropology, and Pacific Island Studies in 1989, making her one of the first Micronesians migrating under the Compact of Free Association Treaty. She recently earned her Master in Social Work at UH Mānoa with a focus on Micronesian populations.

Mrs. Howard has over 10 years of experience servicing the community, including 8 years in the Department of Health Waiver program, 5 years in the Department of Education, and 5 years in program development, implementation, and piloting a one stop center model. She is also Founder of the Young Voyagers and co-founder of the Micronesian Health Advisory Council and Micronesian Cultural Awareness Project. Mrs. Howard is a native of Onoun Island in the Namwonweito Atoll in Chuuk State, Federated States of Micronesia, and speaks Chuukese, Onounese, and English fluently.
